WAR OF THE TITANS: Army Generals’ clash over car plates takes new twist

Last week, members of Parliament on the committees of Internal Affairs and Physical infrastructure discovered that the Russian Company (Joint Stock Company Global Security) linked to ‘digitize’ Uganda’s car plates was shadow; both ministries, Security and Internal affairs met the committee over the same.

On meeting, the two ministers Maj. Gen. Kahinda Otafiire and Maj. Gen. Jim Muhwezi clashed with the later denying knowing about the Russian company and its intentions.

However, Hon. Jim Muhwezi (Security Minister) speaking to us on phone earlier this week; he said Gen. Kahinda Otafiire is so well aware of the company and its works. He said thus;

“The Hon. Minister (Otafiire) shouldn’t so much deny about this.  Now those saying the company is not there should do proper research. This thing is an innovation that cannot just be shared. It’s some good technology under invention.”

When asked about business mogul Sir Gordon Wavamunno’s involvement in this Gen. Muhwezi replied:

“I think those people wanted the company to share all its technology innovation to him but it can’t work! There’s no one in the World that can share out his invention before its out. Someone has invented and you want him to openly share his invention to you, no one can do that…”

It should be noted that the questions on the legality of the contracted company came to lime light during when the Permanent Secretary for the Ministry of Finance Planning and Economic Development Ramadhan Ggoobi asked the accounting officers to budget for new registration of all government vehicles and motorcycles and the change of the existing number plates.

How it started

The idea of introducing an Intelligent Transport Management System (ITMS) that offers digital monitoring and tracking system of motor vehicles and motorcycles was suggested by President Yoweri Kaguta Museveni (President of Uganda) during his State of Nation Address in 2021 shortly after an assassination attempt on Gen. Katumba Wamala.

The mighty orders came as a way of tracking criminals who use motorcycles and vehicles.

The government signed an agreement with the company in question in July 2021, and the program was expected to start last July this year.
